What is a Drug License?
A Drug License is an official authorization issued by the competent licensing authority — the Central Drugs Standard Control Organisation (CDSCO) or the State Drug Control Authority — under the Drugs and Cosmetics Act, 1940 and the Drugs and Cosmetics Rules, 1945. It permits eligible businesses such as pharmacies, medical stores, wholesalers, distributors, hospitals, clinics, and pharmaceutical manufacturers to legally engage in activities involving pharmaceutical products and medicines.
Depending on the nature of the business, different categories of licence may be required — including a Retail Drug Licence (Form 20 & 21) for medical shops, a Wholesale Drug Licence (Form 20B & 21B) for distributors, and a Manufacturing Licence for production units — and every applicant must operate under the supervision of a competent registered pharmacist. A valid Drug Licence ensures that medicines are stored, handled, distributed, and sold in accordance with prescribed safety and quality standards, protecting both the business and the public.

Eligibility & Requirements
How to Obtain a Drug License
Applications are filed with the State Drug Control Authority (or the CDSCO for manufacturing and import), and processing is governed by the Drugs and Cosmetics Rules, 1945.
1Step 1: Appoint a Qualified Pharmacist
Engage a registered pharmacist with a D.Pharma / B.Pharma qualification for retail, or qualified technical staff for a manufacturing unit.
2Step 2: Prepare the Premises
Ensure adequate storage, refrigeration, and the minimum area required under Rules 64–65 of the Drugs and Cosmetics Rules.
3Step 3: Submit the Application Forms
File Form 19 (application) along with Form 20 and Form 21 with the State Drugs Controlling Authority.
4Step 4: Premises Inspection
A Drug Inspector visits and verifies the premises, equipment, storage conditions, and the pharmacist’s qualifications.
5Step 5: Grant of Drug License
On satisfactory inspection, the State Drug Controller issues the Drug Licence in Form 20 / 21 bearing the licence number.
Processing typically takes 30–45 days. The premises must be fully equipped and staffed before inspection, as an unprepared site is the most common cause of rejection.

Post-Registration Compliance
Annual Renewal

Schedule H / X Control
Maintain separate records for Schedule H and Schedule X (narcotic / psychotropic) drugs, with strict quantity controls.
